Rear Adm. Kevin McCoy, now deputy commander for ship design at NavSea, has been nominated for a third star and assignment as NavSea commander at the Navy Yard in Washington.We don't know Rear Adm. Kevin McCoy, but as folks who follow NAVSEA closely, we have observed Rear Adm. Kevin McCoy has been the only guy talking smart on the nuclear power issue for the CG(X), listing both the pros and cons for nuclear power for BMD radar systems, Energy weapons on ships, and power requirements for electronic offensive and defense systems. I've never seen him make a public endorsement one way or the other on the issue, but I've read and heard his comments many times, and he gives everyone something to think about.
Wouldn't surprise me if someone at NAVSEA recommended him for promotion to bump him out of there, he seems very counter the culture in NAVSEA that promises the world and doesn't deliver. It also wouldn't surprise me if he is who has been talking to Gene Taylor about the nuclear Burke idea, because he would be one of the qualified persons in NAVSEA to know and give advice on that subject.
He should sail through nomination, and very well deserved.
And in case you were wondering, in general we think Congress should just say no to all nominations from NAVSEA right now unless they are aviators or submariners who have done a good job... for obvious reasons.
