Let me recommend this brief bit of testimony from Andrew Scobell on the Chinese "decision" to test the J-20 during SecDef Gates visit to the PRC. It has a 2x2 table, which makes the heart of every political scientist grow warm. My guess is that the decision is best described by either quadrants C or D, but A and B are also possible.
